Fix GL-2214 Users encountered a connection error when they used the `sync` install method for setting up projects. The error occurred because the `ACLI_DB_HOST` environment variable was not set to `mysql` by default. Fix GL-2139 PHPUnit tests failed due to a database connection error. Fix GL-1921 Certain scheduled pipelines could not create a merge request due to a formatting error.
