If you notice that including stopwords in your search query produces zero search results,  
  
Example:  
"Department Sanitation" -> returns results  
"Department of Sanitation" -> zero results ("of" is included in you deployed stopwords.txt file)  
  
... the most likely culprit is the query parse mode in your search view's Fulltext filter. Try setting it to **Direct Query**:
